Human Resources Assistant

General Definition of Work:
Performs intermediate administrative work preparing documentation for employee orientation, assisting with employee functions, coordinating and maintaining individual employee’s personnel records, acting as a notary public, and related work as apparent or assigned. This employee will be the coordinator for Laser Fische scanning and manage the personnel filing.

Essential Functions:
Coordinate the Laser fiche scanning system; ensures that all documents are scanned in the appropriate order.
Manages personnel inquiries and assists employees with questions regarding taxes, benefits etc.
Verifies individual’s employment with county in response to inquiries from outside institutions; scans and files employee personnel documents.
Provides backup for orientation of New Hires, preparing all packets and related documentation.
Assists with pre-employment and random drug testing and applicable paperwork.
Assists with monitoring the badge system to ensure the security of the government buildings; activates, de-activates and gives access to different buildings in the government infrastructure.
Acts as back up for DOT Drug Testing and Reporting.
Posts job vacancies; collects and records applications; distributes applicants to the appropriate departments.
Creates various correspondence or communications on behalf of the department.
Provides telephone coverage for department.

Knowledge, Skills and Abilities:
knowledge of the county's activities, policies and procedures; ability to communicate ideas effectively, both orally and in writing; ability to operate standard office equipment and related hardware and software; ability to maintain the confidentiality of personnel information and files for employees and applicants; ability to establish and maintain effective working relationships with other departments, county officials, associates and the general public.

Education and Experience:
Associates degree and moderate experience working in human resources, or equivalent combination of education and experience.

Special Requirements:
Must obtain Notary Public license within one year of hire date.
Must have a valid driver's license in the State of North Carolina.
